The District's inability to demonstrate a five-year housing land supply, combined with the finding that the limited landscape and visual harm to the Cotswolds National Landscape would not amount to a strong reason for refusal under Framework paragraph 11d)i., meant the presumption in favour of sustainable development applied and justified allowing the appeal despite conflict with the development plan.
The limited adverse landscape and visual impact on the Cotswolds National Landscape, together with the loss of undeveloped land, was outweighed by the moderate weight afforded to housing delivery to address the District's substantial housing land supply shortfall and the moderate weight given to economic and social benefits, with the presumption in favour of sustainable development applying as a significant material consideration in favour of the scheme.
