What decided it
The absence of any mechanism to secure the financial contributions necessary to mitigate the development's impact on local infrastructure, combined with limited weight attached to the viability assessment, meant that the benefits of affordable housing delivery could not outweigh the failure to secure essential infrastructure under the tilted balance.
The delivery of 26 affordable homes carried substantial weight in favour of the proposal, particularly in light of the Council's shortfall in housing land supply, but this was outweighed by the absence of secured infrastructure contributions and uncertainty surrounding scheme deliverability, with the adverse impacts significantly and demonstrably outweighing the benefits under paragraph 11.d) of the Framework
