The delivery of 26 affordable homes carried substantial weight in favour of the proposal, particularly in light of the Council's shortfall in housing land supply, but this was outweighed by the absence of secured infrastructure contributions and uncertainty surrounding scheme deliverability, with the adverse impacts significantly and demonstrably outweighing the benefits under paragraph 11.d) of the Framework
