What decided it
The lack of a five-year housing land supply engaged the presumption in favour of sustainable development, and the modest adverse impacts of the development did not significantly and demonstrably outweigh the cumulative benefits of housing delivery when assessed against the Framework taken as a whole.
The modest adverse impacts of development conflicting with development plan policies GBR2, DPS2 and TRA1 were outweighed by the cumulative benefits of housing delivery, support for rural services, improved neighbouring living conditions relative to the fallback storage use, and the Framework's presumption in favour of sustainable development in the absence of a five-year housing land supply.
