What decided it

The proposal's location in a rural area with limited sustainable transport options was outweighed by its status as a replacement of an existing building on previously developed land, the availability of some services in nearby smaller centres, the relatively limited scale of development, and the precedent of adjacent appeal decisions accepting residential development in the same location.
