What decided it
The less than substantial but considerable heritage harm to the character and appearance of the conservation area and the setting of the listed building, which could not be outweighed by the limited public benefits of one additional dwelling, and which engaged the strong reason to refuse under paragraph 11(d)(i) of the Framework notwithstanding the housing land supply shortfall.
The less than substantial harm to the conservation area and listed building setting, weighted as considerable and requiring great weight, was not outweighed by the limited public benefits of housing delivery and economic activity, with the heritage protection policies of the Framework applying as a strong reason to refuse despite the five-year housing land supply shortfall.
