What decided it
The Council's inability to demonstrate a 5-year supply of deliverable housing sites (4.38 years) engaged the tilted balance under NPPF paragraph 11d, and as no significant adverse impacts were identified, the presumption in favour of sustainable development required permission to be granted.
The benefits of providing a single new self-build home to assist in meeting housing need, albeit afforded limited weight due to their minor nature, were not outweighed by any identified adverse impacts when assessed against the Framework as a whole, notwithstanding the conflict with the Council's spatial strategy.
