The modest housing benefit of one dwelling in an area with significant supply shortage, combined with the site's status as previously developed land and adequate sustainable transport access, outweighed the conflict with policies protecting the open countryside from open market housing and the minor highway visibility shortfall, particularly given the tilted balance under paragraph 11(d) of the NPPF.
