What decided it

The enduring harm to the character and appearance of the conservation area and national landscape, combined with the failure to demonstrate acceptable effects on the SSSI and absence of biodiversity net gain information, could not be outweighed by the benefits of one dwelling despite the housing land supply shortfall.

the provision of one dwelling and modest economic benefits did not outweigh the great weight to be given to conservation of the heritage asset, and policies protecting assets of particular importance provided a strong reason for refusal despite the absence of a five-year housing land supply
