Main issues, as the Inspector framed them
- Whether the conversion and associated development now proposed for residential use would be compliant with adopted planning policy on rural conversions
- If not compliant with policy, whether any other material considerations, including the National Planning Policy Framework, militate in favour of allowing the appeal
What decided it
The tilted balance under NPPF paragraph 11, combined with the material benefits of re-using a redundant building and contributing to housing supply in a location related to existing development, outweighed the conflict with development plan policies in the absence of significant environmental harm.
The adverse impact of conflict with the development plan, in the absence of other environmental harm, would not significantly and demonstrably outweigh the benefits assessed against the NPPF as a whole, including the socio-economic contributions of the proposed dwelling and re-use of a redundant building.
