What decided it

The substantial need for older persons accommodation in the district, combined with the Council's inability to demonstrate a five-year housing land supply, outweighed the less than substantial harm to the listed building's setting.

The significant benefits of delivering nursing care home accommodation and the contribution to housing land supply in an area with a 1.86 year supply outweighed the less than substantial harm to the heritage asset's setting.
