What decided it

The proposal would adversely affect the integrity of the Broads and East Coast European and Ramsar sites through nutrient loading and recreational pressure, with inadequate mitigation, precluding the development under the Habitats Regulations and the Framework's biodiversity protection objectives.

The limited benefits of providing a single dwelling, which would attract significant weight in the context of an assumed lack of five year housing supply, were outweighed by the adverse impacts on the integrity of European and Ramsar sites and the resulting conflict with the development plan
