What decided it

The proposal's design would not be of exceptional quality and would harm the character and appearance of the National Landscape, failing to satisfy Framework paragraph 84(e) and conflicting with development plan policies HE2 and HE3.

The minor benefit to Green Belt openness and limited housing supply and economic benefits did not outweigh the great negative weight attached to harm to the National Landscape and character and appearance, and the significant negative weight attached to the failure to secure biodiversity net gain.
