Main issues, as the Inspector framed them

  • whether the proposal would be in a suitable location for housing, having regard to local and national policies
  • whether the proposed development is required to deliver mandatory biodiversity net gain (BNG)

What decided it

The appeal site is not in a suitable location for housing as it lies outside any defined development boundary in open countryside where the development plan restricts housing to re-use of existing buildings, and it is not well-related to an existing settlement as required by Framework Policy S5:1.j.

The very limited benefits of providing one residential unit and modest social and economic benefits from construction would be substantially outweighed by the adverse effects of locating housing in an unsustainable location contrary to the development plan and Framework policies directing growth to sustainable locations.
