The site's location outside a sustainable settlement with poor accessibility to services and facilities by sustainable transport modes means it fails the paragraph 155(c) criterion, rendering it inappropriate development in the Green Belt where very special circumstances do not exist.

The substantial weight given to harm to the Green Belt by reason of inappropriateness was not clearly outweighed by the moderate weight afforded to housing supply benefits and limited weight to sustainability considerations, resulting in dismissal.
