The substantial and long-lasting harm to the character and appearance of the area, arising from the unsympathetic positioning and layout of the proposed dwelling, outweighed the positive contribution to housing supply in the context of the shortfall.

The considerable weight given to the provision of a single dwelling in the context of a 4.19-year housing land supply shortfall was outweighed by the substantial weight ascribed to the substantial and long-lasting harm to character and appearance, resulting in adverse impacts significantly and demonstrably outweighing the benefits.
