What decided it

The substantial and visually prominent harm to character and appearance, combined with the unacceptable living conditions arising from inadequate car parking provision, significantly and demonstrably outweighed the modest benefits of housing delivery in a sustainable location.

The modest benefits of providing four dwellings in a sustainable location and making efficient use of brownfield land were significantly and demonstrably outweighed by the substantial harm to character and appearance and the inadequate quality of living conditions regarding car parking, such that the presumption in favour of sustainable development did not apply.
