The benefits of providing gypsy and traveller accommodation and meeting the personal circumstances and wellbeing of the appellant and her family were outweighed by the serious and ongoing risk of accidents arising from unsafe access to a fast-moving road, which the Inspector found would be significantly and demonstrably harmful to public safety.
