Main issues, as the Inspector framed them
- The effect of the proposal upon the character and appearance of the area, having particular regard to the effect upon the settings and thereby the significance and special interest of relevant designated heritage assets
What decided it
The very significant public benefits of delivering 14 affordable housing units in a district with a critical shortfall in five-year housing supply outweighed the less than substantial heritage harm and limited landscape harm.
The less than substantial harm to the heritage significance of Quakers Farmhouse and Cherry Tree Cottage, and limited harm to character and appearance, were outweighed by the very significant public benefits of housing delivery (particularly 100% affordable housing) in a district with only 2.06 years' housing supply, job creation, and increased household spending, applying the presumption in favour of sustainable development
