The significant harm to the character and appearance of the area caused by the loss of open space and the visual impact of the proposed boundary treatment, when weighed against the modest housing benefit, demonstrably outweighs the benefits of the proposal.

The modest positive weight given to the housing contribution and associated benefits was significantly and demonstrably outweighed by the significant negative weight attributed to harm to character and appearance, such that the presumption in favour of sustainable development did not apply.
