The unacceptable residual risk of flooding to occupiers of a highly vulnerable caravan site, which failed the sequential and exception tests, significantly and demonstrably outweighed the benefits of pitch provision.

The substantial harm from flood risk was found to significantly and demonstrably outweigh the very significant benefits of pitch provision, personal circumstances of occupiers and other considerations, so planning permission was refused.
