What decided it
The inability to rule out, through Appropriate Assessment, an adverse effect on the integrity of The Broads SAC/Ramsar from nutrient pollution disapplied the presumption in favour of sustainable development and led to dismissal of the s.78 appeal.
The significant benefits of meeting an identified gypsy and traveller need, strong compliance with Policy HO 4 and the absence of alternative sites were outweighed by the moderate harm to landscape character and the unresolved risk of adverse effect on the integrity of The Broads SAC/Ramsar, which provided a strong reason for refusal.
