What decided it

The cumulative scale of building operations required, particularly the extensive structural works needed to the rear section and the significant works beyond the appeal building itself (glasshouse demolition, drainage installation, and caravan parking), would amount to a rebuild rather than a conversion and therefore fall outside the scope of permitted development under Class Q.
