What decided it

The harm to the significance of the Grade II listed building and its setting from the visually incongruous PV panels and additional openings that would domesticate the agricultural character of the converted barn, combined with insufficient ecological survey information regarding protected species, outweighed the limited public benefits of renewable energy and improved daylight.
