Planning appeal decision
Rose Cottage, Normanton Road, Upton, Nottinghamshire, NG25 0PU
the erection of a dwelling following demolition of existing cattery buildings
- Authority
- Newark & Sherwood District Council
- Appeal type
- minor · Planning Appeal
- Procedure
- Written Representations
- Development
- residential · Minor Dwellings
- Inspector
- Hockenhull H
Main issues, as the Inspector framed them
- Whether the appeal site forms an appropriate location for development having regard to national and local plan policies and the effect on the landscape setting of Southwell and Upton
- The effect of the proposal on non-designated heritage assets within the site, in particular the miniature rifle range magazine building and the target practice wall
What decided it
The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under NPPF paragraph 11(d), and the limited landscape harm was outweighed by housing delivery benefits and heritage asset improvements.
The limited harm to landscape character and spatial strategy was outweighed by the benefits of housing supply contribution, provision of needed 2-3 bed bungalows, reuse of previously developed land, local economic benefits, and better revelation of non-designated heritage assets.
