What decided it

The proposal's location in open countryside remote from services and facilities, combined with the harm to rural character, means the adverse impacts significantly and demonstrably outweigh the modest housing and economic benefits when assessed against the Framework as a whole.

The modest benefits of housing delivery and economic activity were significantly and demonstrably outweighed by the location sustainability harm and harm to character and appearance, such that the proposal does not represent sustainable development.
