The less than substantial harm to the setting of two Grade II listed buildings, attracting great weight, was not outweighed by the moderate weight given to public benefits comprising housing delivery (in the context of lack of 5-year supply), economic benefits during construction and for local services, and social benefits of new residents, which tipped against the proposal.
