The modest benefits of providing a HMO with increased housing choice and options were significantly and demonstrably outweighed by the substantial harm from the loss of a family-sized house and failure to provide acceptable living conditions for future occupants due to inadequate communal living space, such that the presumption in favour of sustainable development did not apply.
