The significant harm to the character and appearance of the area and rural character, arising from the formalisation and urbanisation of the plot in a countryside location outside the settlement boundary, significantly and demonstrably outweighed the modest benefits of one dwelling and associated economic activity.

The modest benefits of housing delivery, economic benefits during construction and future occupier spending were significantly and demonstrably outweighed by the significant harm to character and appearance and conflict with the spatial strategy, such that the presumption in favour of sustainable development did not apply.
