What decided it

The lack of safe and convenient access to services and facilities via walking, cycling and public transport would significantly and demonstrably outweigh the limited housing benefits when assessed against the Framework taken as a whole, such that the presumption in favour of sustainable development does not apply.

The conflict with Policy SWDP4 (given significant weight as consistent with the Framework's sustainable transport expectations) and the limited housing benefits of one dwelling (given limited weight) were weighed under paragraph 11(d)(ii) of the Framework; the adverse impact of locational unsuitability significantly and demonstrably outweighed the benefits.
