What decided it
The cumulative harm to the character and appearance of the landscape and to the setting/significance of the IHCA, FCA, SCA and the Ship Canal, together with conflict with the development plan as a whole, outweighed the housing and other benefits and constituted a strong reason for refusal that disengaged the tilted balance.
The very substantial weight given to housing delivery and highest weight given to affordable housing, together with moderate/limited weight benefits, did not outweigh the substantial weight attached to conflict with Policies CP1, CP2, CP3, CP15 and ES7 and the very substantial weight attached to heritage harm under Policy ES10, so the balance tipped against the proposal.
