The modest benefits of delivering a single dwelling in the context of housing shortfall and reusing an existing building with enhancement to its setting were not significantly and demonstrably outweighed by adverse impacts when assessed against Framework policies taken as a whole, such that the presumption in favour of sustainable development applied and outweighed the conflict with the development plan.
