What decided it

The photographic evidence clearly demonstrating that the hardstanding was newly constructed in August/September 2024, combined with the absence of evidence supporting the appellants' claim that pre-existing hardstanding was present, established that the breach had occurred within the enforcement time limit and the notice was properly issued.
