What decided it

The proposal would conflict with the development plan as a whole and would not constitute sustainable development under the Framework, with the character and appearance harm and unsustainable location outweighing the modest housing and economic benefits.

The modest benefits of one additional dwelling and limited economic advantages were outweighed by substantial harm to character and appearance, unsustainable location, and the inability to rule out adverse effects on protected habitats sites; the presumption in favour of sustainable development did not apply due to paragraph 195 of the Framework.
