The proposal accords with the development plan and would make a small contribution to housing supply in an area where the Council cannot demonstrate a five-year housing land supply, with the benefits of housing delivery and the quality of accommodation provided outweighing any minor shortcomings.

The benefits of providing a net gain of two residential units as windfall development in a built-up area with good access to services and public transport, contributing to the Government's objective to boost housing supply, outweighed the minor shortfall in internal space for one unit and the substandard parking provision.
