The significant public benefits of renewable energy generation, grid flexibility and substantial biodiversity net gain were found to outweigh the less than substantial heritage harm and the landscape/character harm identified.

The wider public benefits of the scheme (renewable energy generation, BESS flexibility, substantial biodiversity net gain and moderate economic benefits) were found to outweigh the less than substantial harm to designated heritage assets and the moderate harm to character and appearance, and to outweigh the resulting conflict with the development plan.
