What decided it
Insufficient evidence that the development would not increase flood risk or ensure safe access/egress in a flood event, contrary to paragraph 181 of the Framework, meant the flood-risk related harm outweighed the benefits of meeting Gypsy and Traveller accommodation need.
Considerable weight given to harm to character/appearance and flood risk, together with limited adverse weight from intentional unauthorised development, outweighed the considerable weight given to the benefits of the development (Gypsy/Traveller need, personal circumstances, and Council policy failure), so the appeal was dismissed.
