The severe shortfall in the Council's five-year housing land supply (2.21 years) meant the substantial benefits of housing delivery outweighed the identified but limited and less-than-substantial harms.
The substantial benefits of market and affordable housing delivery, significant biodiversity net gain, and moderate/limited other benefits outweighed the less-than-substantial heritage harm, limited BMVAL loss and non-accordance with spatial strategy policy, such that the adverse impacts of granting permission would not significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
