For Appeal A, the substantial harm to character and conflict with affordable housing/infrastructure policy significantly and demonstrably outweighed the considerable benefits of housing delivery and sustainable location; for Appeal B, the significant but not substantial harm to character and policy conflicts did not significantly and demonstrably outweigh the substantial benefits of brownfield housing delivery, sustainable location and public open space provision.
