What decided it

The degree of visual/character harm relative to the benefits differed decisively between the two schemes: Appeal A's substantial character harm combined with policy conflicts outweighed its benefits, while Appeal B's significant (but not substantial) harm was outweighed by the benefits of brownfield housing delivery and sustainability.

For Appeal A, the substantial harm to character together with conflict with affordable housing and infrastructure policy was found to significantly and demonstrably outweigh the considerable benefits of housing delivery, sustainable location and brownfield development, so the appeal was dismissed; for Appeal B, the substantial benefit of using brownfield land for housing, together with the sustainable location and public open space provision, was not significantly and demonstrably outweighed by the significant (but not substantial) harm to character and policy conflicts, so the appeal was allowed.
