What decided it
The proposal would cause harm to the integrity of the Bats SAC which cannot be adequately mitigated at the permission in principle stage, and constitutes habitats development excluded from permission in principle under Article 5B of the Order.
The substantial harm to the Green Belt by reason of inappropriateness and harm to openness, combined with harm to the Bats SAC, unsuitability of location, and harm to character and appearance, was not clearly outweighed by the modest housing and economic benefits, such that very special circumstances do not exist.
