What decided it

The absence of a detailed arboricultural report to assess the effect of the proposed works on a large mature highway tree situated in close proximity to the dropped kerb and driveway location meant the Inspector could not rule out unacceptable damage to the tree and consequential harm to the character and appearance of the area.
