What decided it
The tilted balance under paragraph 11d) of the Framework, engaged by the Council's inability to demonstrate a five-year housing land supply, meant the significant benefits of housing and affordable housing delivery outweighed the significant but geographically limited landscape harm.
The significant weight attached to boosting housing supply and affordable housing delivery, together with moderate weight from sustainability of location, economic benefits, biodiversity net gain and open space provision, outweighed the significant landscape harm to the south-east and the resulting conflict with the development plan, so the presumption in favour of sustainable development applied and permission was granted.
