The benefits of delivering two additional dwellings and making productive use of previously developed land to help meet identified housing needs attracted limited weight, but were substantially outweighed by significant concerns regarding protected species, flood risk and drainage, and clear highway safety implications, which attracted substantial weight against the proposal.
