The Council's ability to demonstrate a five-year housing land supply means there is no demonstrable unmet need for the development, and therefore the proposal cannot benefit from the grey belt exception in Paragraph 155 of the Framework, combined with the substantial harm to Green Belt openness and purposes.
The substantial harm to the Green Belt, to which substantial weight must be given, was not clearly outweighed by the modest benefits of housing supply, economic activity during construction, and community vitality
