Main issues, as the Inspector framed them

  • The effect of the development on the character and appearance of the surrounding area, including the significance of the Gunnersbury Park Conservation Area

What decided it

The substantial harm to the character and appearance of the Conservation Area and its significance, to which Policy HE6 requires substantial weight to be attached, substantially outweighs the limited public and private benefits of bike storage.

Applying Policy S4, the benefits of approving the outbuilding (limited public benefit from reduced vehicle emissions and private benefit of bike storage) are substantially outweighed by the adverse effects (substantial harm to the character and appearance of the surrounding area and the significance of the Gunnersbury Park Conservation Area) when assessed against the national decision-making policies in the Framework.
