Main issues, as the Inspector framed them

  • the effect of the proposed development on the supply of family dwellings
  • the effect of the appeal proposal on highway safety, with specific regard to whether the proposed development provides sufficient parking arrangements for the future occupiers of the development

What decided it

The failure to secure off-street parking spaces through a legally sound planning obligation, combined with the unacceptable impact on highway safety from additional on-street parking, outweighed the modest housing supply benefit in circumstances where the loss of family accommodation also conflicted with the development plan.

The adverse effects of granting permission, comprising significant harm to highway safety and moderate harm to family housing supply, significantly and demonstrably outweighed the limited benefits of housing contribution, such that the presumption in favour of sustainable development did not apply.
