What decided it

The cumulative extent of building works required to make both barns habitable, including new walls, structural ties, roof replacement and extensive cladding works, would go beyond what is reasonably necessary to convert the buildings and would amount to a rebuild rather than a conversion, falling outside the scope of Class Q permitted development.
