Main issues, as the Inspector framed them
- Whether the proposal would be inappropriate development in the Green Belt having regard to the Framework and relevant development plan policies
- The effect of the proposal on the purposes of the Green Belt
- The effect of the proposal on the landscape
- Whether any harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations, so as to amount to the very special circumstances required to justify the proposal
What decided it
The proposal fails to meet the Framework's exception for PDL redevelopment because the essential garden area falls outside the curtilage of the previously developed stable buildings, and the resulting harm to the Green Belt is not clearly outweighed by the moderate benefits of self-build delivery and housing supply.
The harm to the Green Belt by reason of inappropriateness, albeit not substantial harm to openness, was not clearly outweighed by moderate weight benefits from self-build delivery and housing supply, and therefore very special circumstances do not exist.
