The harm to the character and appearance of the Conservation Area, being less than substantial but of considerable importance and weight, was not outweighed by the benefits of providing a single dwelling, particularly given the statutory protection afforded to Conservation Areas under section 72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990.
The benefits of providing a new home and contributing to housing land supply shortfall, whilst carrying significant weight, did not outweigh the great weight afforded to preserving or enhancing the character or appearance of the Conservation Area
