What decided it

The harm to the tourism function of the area caused by the net loss of tourist accommodation, which had not been fully justified, significantly and demonstrably outweighed the benefits of the HMO provision when assessed against the policies in the Framework taken as a whole.

The benefits of 12 HMO rooms (moderated downwards due to poor accommodation standards) and small positive weight for economic and social benefits and holiday lets were significantly and demonstrably outweighed by the harm to the tourism function of the area.
